Draft Minutes

1. Membership

1.1 Membership fee
It was agreed to set the fee as US50.00 per organization per year.
1.2 New membership
To ask for application with background paper, and to follow up by the Secretariat with a definite proposal to the Executive Committee.
1.3 APDF Secretariat
Ms. Etsuko Ueno will work for the Secretariat which will be located in JSRPD.
1.4 Management of money
Designated bank account will be opened with JSRPD.
Approval will be made with the signatories of three out of five Ex Co members by fax; Chair, either Vice Chair and Treasurer.
1.5 Fiscal year
Calendar year
Audited report is to be submitted when available.
Membership fee is collected in calendar year that starts January 1st.

2. Meetings of Executive Committee

Frequency of meetings
The web meeting is considered as a quarterly base. Spoken meeting is planned to coincide with USESCAP TWGDC, which is to be held twice a year.

3. Venue for next Conference in 2005

When a relevant INGO is going to organize a regional/international conference in this region, APDF Conference could be considered.
DPI will consult with Pakistan colleagues about the organization of APDF Conference in 2005.
Maldives and Australia will also consider the organization.

4. Working Committee

4.1 Research and Development
Following up of implementation of BMF priority areas will be made in this committee. Poverty alleviation would be taken up as a priority area by the Committee.
As to recruiting members from each country/territory, each committee will inform and the Secretariat will collect the members.
4.2 Information
Dr. Joseph Kwok will ask KAMPI to work for information of APDF with the use of the Information Center which was established by RI Hong Kong in Manila. Hong Kong will consider to locate the APDF website in Hong Kong.

4.3 Gender issue
Main activities will be mainstreaming of women with disabilities and networking with A/P Regional network of women with disabilities which is led by Ms. Karen Ngai of Hong Kong and Women with Disability taskforce of TWGDC.
4.4 Fund Raising
The following ideas were discussed.
Charity Concert/dinner in cooperation with Lions club
Dinner at next conference
Network with private sectors
Establishment of Trust Fund – support registration fee of developing countries
Foreign NGOs (good practice in Vietnam)

5. Logo of APDF
The logo of APDF Singapore conference is used until the formal logo will be adopted.

6. Singapore Declaration

A draft Singapore Declaration, which was prepared by the Drafting Committee, is to be revised by the Singaporean Organizing Committee, and to be read at the Closing Ceremony.

7. Next meeting will be on second week of June, 2004 in conjunction with TWGDC
June 14: APDF meeting
June 15 and 16: TWGDC meeting
