Major activities on behalf of older persons

1. Development of the National Strategy for an Ageing Australia.
The Commonwealth Government announced the development of the Strategy in 1999. The Terms of Reference are:

  • to promote and inform a consideration by the Australian community of the likely impacts of, and possible responses to, population ageing;
  • to consider the impacts of, and potential policy responses to, ageing under four major themes (i.e. independence and self- provision; world class care; healthy ageing and attitude, lifestyle and community support);
  • to address key issues raised by the community in each of the major themes; and
  • to advise the Commonwealth Government on short, medium and long-term policy responses to population ageing as part of a coordinated national framework.

    Six discussion papers have been released:

  • Background paper
  • Healthy Ageing
  • Independence and Self-Provision
  • Employment for Mature Age Workers
  • World Class Care
  • Attitude, Lifestyle and Community Support

    The development of the Strategy is being supported by $ 6.1 million over four years to enable implementation of a range of partnership initiatives with other areas of Government, non-governmental organizations and the private sector.

    2. Participation in policy debate and partnership programmes with the States and Territories through the Commonwealth, State and Territory Healthy Ageing Strategy, a bipartisan strategy developed by the Healthy Ageing Task Force.

    3. Undertaking research into ageing issues.

    4. Supporting a range of national annual awards:
    The Senior Australian of the Year, National Media Awards Commonwealth Recognition Awards.

    5. Oversee and coordinate policy in relation to dementia and mental health for older Australians.

Major activities on behalf of older persons

CNCA initiated a national programme of assistance for older persons in 1996, and is funded by donations from individuals and organizations in China and abroad. This programme mainly assists older persons in difficulties or in poor areas or in areas suffering from natural disasters. More recently, CNCA has initiated senior education/lifelong learning programmes, volunteer and exercise programmes among seniors, and aids in the promotion of community-based services for older persons.

The Department of Social Welfare maintains close links with, and provides assistance to, residential homes for older persons which are established and run by voluntary organizations throughout the country. There are currently 26 such homes in Myanmar. Care of older persons without children or relatives is provided by voluntary organizations through services at homes for older persons.

Major activities on behalf of older persons

• Consultation with older people The purpose of these consultations is to discuss the work of the Senior Citizens Unit and to listen to issues of interest or concern to older people. This enables the Unit to keep in touch with issues and advise the Minister for Senior Citizens.
• Work with community organizations
The Senior Citizens Unit works closely with groups representing the interests of older people, including Age Concern New Zealand and Grey Power New Zealand. The Unit provides information on policy issues to community groups and works with them on specific initiatives.

  • Liaison with government agencies
    One of the roles of the Senior Citizens Unit is to comment on policies which affect older people. To facilitate communication between government departments, the Unit hosts quarterly inter-departmental network meetings.
    The Unit is also represented on the official group providing advice to the Prime Ministerial Task Force on Positive Ageing which was expected to report to the Government by 30 June 1997.
  • Elder abuse and neglect
    The Senior Citizens Unit is represented on the National Advisory Group overseeing the elder abuse and neglect programmes. Age Concern New Zealand, through its local Councils, has established seven elder abuse and neglect programmes. The aim of these is to prevent elder abuse and neglect of older people by implementing pre-crisis intervention strategies and to respond rapidly to incidents of elder abuse and neglect.
  • Income Support Super Centres
    The Senior Citizens Unit has worked closely with Income Support in the development of the Super Centre concept. There are currently 27 Super Centres operating throughout New Zealand. Most recently, the Unit has been involved in the development of a training package for Super Centre staff, focusing on the needs of older clients and addressing issues surrounding positive ageing, retirement, the diversity of the older population and the complexities of elder abuse and neglect.
  • Promoting positive attitudes to ageing
    The Senior Citizens Unit is involved in nationwide projects in conjunction with other agencies to promote positive attitudes to ageing among older people and the community.
  • International Day of Older Persons
    The Senior Citizens Unit works with other agencies and organizations to promote the nationwide celebration of the International Day of Older Persons. These events will provide the foundation for celebrating the United Nations International Year of Older Persons (1999).
  • Greats and Grands Month
    The Senior Citizens Unit promotes each October as Greats and Grands Month to highlight the role of grandparents and other older people who have a significant role in family life. Schools throughout New Zealand are contacted and encouraged to organize intergenerational events during the month of October. The Unit is undertaking preparatory work on the development of guidelines for inter-generational programmes.

Major activities on behalf of older persons

• Registration/survey of senior citizens (undertaken by DSWD in coordination with ESCAP to establish the socio-economic profile as well as needs assessment of the Filipino elderly)

• A National Executive Committee on Ageing attached to DSWD was created in 2000 with the function to formulate a National Plan of Action on Ageing and to serve as a liaison to the UN World Assembly on Ageing. Since that time, DSWD has been the lead agency, its task being to develop programmes, initiate and pilot special projects for demonstration, conduct program audit and evaluation, provide technical and consultative services, and set standards for licensing and accreditation of agencies, including private or public homes for older persons.

Likewise, with the two laws enacted for the benefit of senior citizens (Republic Act 7432 and Republic Act 7876), DSWD has been mandated to develop programmes and services for senior citizens and to issue the necessary regulations to implement the Acts (RA 7432, RA 7876), in coordination with other concerned agencies.

- RA 7432 (an Act passed in 1992 which main purposes are to maximize the contribution of senior citizens to nation building and to grant benefits and special privileges for older persons) grants 20% discount for older persons from all establishments relative to transportation, hotel and lodging, restaurants and recreation centers and purchase of medicines nationwide, including assistance by the government to those caring for and living with older persons in terms of tax exemption. The Act also established the office of Senior Citizens Affairs in cities and municipalities nationwide.

- RA 7876 Act establishes a Senior Citizens Center in all cities and municipalities of Philippines and the appropriation of funds therefore. The Centers are to be run by the senior citizens themselves with support from local government units and NGOs.

Activities in celebration of the Elderly Filipino Week, which falls on the first week of October as per Presidential Proclamation No. 470, are planned and carried out by the National Executive Committee on Ageing. The Secretary of DSWD chairs this committee.

Major activities on behalf of older persons

The national committee is conducting a survey in an urban area to identify the gravity of the problems faced by older persons. It hopes to introduce a home-help service for older persons so that they can live in their own homes as long as possible. Home helpers will be selected from the same area and trained in caring for older persons. A service scheme will also be conducted within three months.
