The six-day Participatory Project Planning, Monitoring, and Evaluation
for Community-Based Disaster Risk Management Workshop (13-18 October
2003) in Manila, Philippines was attended by 28 participants from six
South-East Asian countries (Cambodia, Indonesia, Lao PDR, Philippines,
Thailand, and Viet Nam) took part in the training to enhance capability
to facilitate the application of participatory project planning,
monitoring, and evaluation (PPPME) in the implementation of
community-based disaster risk management (CBDRM) projects of the
organizations, in disaster prone rural and urban areas, in the
respective countries. The
participants were from Government Agencies, Non-Governmental
Organizations, and various International Organizations.
The Workshop was jointly organized by Asian Disaster Preparedness Centre
(ADPC), European Commission Humanitarian Aid Office (DIPECHO), and
United Nations Economic and Social Commission for Asia and the Pacific
as part of "Phase 2 of Partnerships for Disaster Reduction -
Southeast Asia (PDR-SEA II)". PDR-SEA II builds on the
achievements of national disaster management offices and
non-governmental organization partners during Phase I implemented by
ADPC.
The
opening ceremony was attended by General Melchor Rosales, Executive
Officer, National Disaster Coordinating Council, Philippines to deliver
key note speech and Hon. Corazon Alma G. De Leon, Chairperson Civil
Service Commission and Vice Chairperson, Board of Trustees, Asian
Disaster Preparedness Center to convey inaugural address. The message of the Executive-Secretary
of the UNESCAP was conveyed by Mr. Naylin Oo, Water Resources
Section, Environment and Development Division (UNESCAP) and
the message encouraged the participants to exchange experiences and
views for achieving the ultimate aim of strengthening capacity to
prepare and protect communities at risk from natural disasters through
training and information exchange at community level.
The
participants also took part in two-day field trip to two coastal
communities - Barangay Bangan and Barangay Porac -in Botolan town,
Zambales province to interact with the local people and to reflect on
some of the key aspects of project planning activities. The
Overall results of the workshop highlighted the following elements:

The
participants had basic skills, knowledge, and experiences in various
projects.

The
participants recognized the importance of PPPME on CBDRM and had
expectations: to gain a
better understanding and skills, to share and learn from concrete
experiences from other countries, and to reflect and learn about the
most specific issues (such as how to mobilize and organize
community)

The
participants also recognized the importance of strong partnerships
among various national disaster management offices and
community-based disaster risk management organizations through
information sharing and networking.

The
participants were reminded the importance of Partnerships for
Disaster Reduction – Southeast Asia – Phase 2 (PDR-SEA II)
Project and were encouraged to contribute the activities and share
experiences on PDR-SEA II web site and email discussions.
