Promotion of Energy Efficiency and Conservation

The Energy Resources Section supports member countries to pursue policies and undertake measures for promotion of energy efficiency and conservation.

Activities are undertaken in the following areas:

Policy Dialogue and Areas of Work

The Secretariat convened the Ad Hoc Expert Group Meeting on End-Use Energy Efficiency for Promotion of a Sustainable Energy Future, at UNCC in Bangkok, Thailand, 18-20 November 2002, with a view to solicit expert advice and suggestions on policy options for promoting energy efficiency in the Asian and Pacific region in follow-up to the World Summit on Sustainable Development WSSD and its Plan of Implementation.

Legislation and Regulatory Framework

The secretariat provides a forum for regional consultations on regulatory measures for promotion of energy efficiency.

A study was conducted and published entitled Energy Efficiency - Compendium on Energy Conservation Legislation in Asia and the Pacific Region. The compendium comprises an introductory overview to the policy issues involved, 4 selected country profiles and 4 selected sector/ issue papers. The publication also presents a collection of selected legislation of member countries and International Agreements related to promotion of energy efficiency.
 
 

A publication on Energy Efficiency Promotion and Related Legislation in Economies in Transition has been prepared in cooperation with the Sustainable Energy Division (Energy Efficiency 2000 Project) of the Economic Commission for Europe (ECE). The Publication is available in English and Russian.

A sub-regional seminar on energy conservation regulation in the countries of Central Asia was held in Bishkek, Kyrgyzstan, 5-7 June 2002. Follow-up advisory services are available upon request.

 

Financing of Energy Efficiency Investments

With support provided by the Government of Japan, the Energy Resources Section organized a Regional Seminar on Promotion of Energy Efficiency in Industry and Financing of Related Public and Private Sector Investments, 30 Nov. - 2 Dec. 1999. A follow-up sub-regional seminar on the same subject was convened in Almaty, Kazakhstan, 11-12 May 2000. A technical publication on the subject, entitled "Energy Efficiency - Promotion of Energy Efficiency in Industry and Financing of Investments" is available as a hard copy and in HTML-format.

 

Climate Change Mitigation

Production and consumption of fossil fuels constitutes the main source of greenhouse gas emissions (GHGs). Efforts to enhance efficiency of resource use and reduction of emission thus need to focus on this sector. Public as well as private sector entities will have to play equally important roles in implementing the provisions of the UNFCCC Kyoto Protocol, with which the prospective participating developing countries are not as yet sufficiently acquainted.

ESDD Energy Resources Section and Environment Section propose to initiate a new project entitled "Promoting Sustainable Energy Development Partnerships for Implementation of Kyoto Protocol in the Asia-Pacific Region" under which two regional group training events are planned to be held during the second half of 2003.

 

Sustainable Energy Consumption through Consumer Information and Awareness

The ESCAP Secretariat has on various occasions supported the national and regional dialogue with consumer organizations and other environmentally concerned NGOs. Through comparative testing of consumer products and other public information and awareness creation campaigns, consumer organizations can significantly contribute to the promotion of sustainable consumption and a more sustainable energy future.

Recent regional capacity building events include the following:

  • Regional Forum on Effective Campaigning for Promotion of Energy Efficiency and Sustainable Consumption, Seoul, Republic of Korea, 14-15 November 2001.
  • North-East Asia Forum on Effective Consumer Information for Sustainable Energy Use, Beijing, China, 21-23 March 2001.
  • Asia-Pacific NGO Forum on Effective Consumer Information for Sustainable Energy Use, held in Seoul, Republic of Korea, 19-21 May 1999.

Consumer information initiatives to promote efficient use of energy were also supported at national levels in selected countries (including Indonesia, February 2002, and Nepal, May 2002).

UNESCAP programmes for promotion of sustainable consumption are supported by the Government of the Republic of Korea.

 

Appliance Energy Efficiency Standards and Labelling

In cooperation with United Nations Department of Economic and Social Affairs, New York, and jointly with the United States - based "Collaborative Labeling and Appliance Standards Program (CLASP)", ESCAP co-organized and hosted a "Regional Symposium on Energy Efficiency Standards and Labelling" in Bangkok from 29 to 31 May 2001. The Symposium was attended by some 100 distinguished regional and international experts. The proceedings of the Symposium are available on CD-ROM..
