Background
The UN Special Programme for the Economies of Central Asia (SPECA) was established following the adoption of the Tashkent Declaration of 26 March 1998 with the objective of strengthening subregional cooperation in Central Asia and its integration into the world economy.
The members of SPECA are Afghanistan, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
The Declaration identified the rational and efficient use of energy and water resources as a priority area for subregional cooperation. In compliance with that, the Project Working Group on Water and Energy Resources was set up as a subsidiary body within the governing structure of SPECA.
For the purpose of realization of the objectives of PWG, which includes serving as a forum for discussion of issues of water and energy resources management, ESCAP in collaboration with ECE organizes the annual Workshops with the broad discussion topic of energy to bring together national experts from the member- and neighboring states, as well as the representatives of intergovernmental and international organizations.
