Establishment of institutions for administration of the Vienna Convention and Montreal Protocol on substances that deplete the ozone layer. Creation of Programme Steering Committee (PSC) and Technical Working Group (TWG), establishment of a Montreal Protocol Secretariat at the EMB to provide secretariat support to the PSC and TWG and to process applications for importation of ODS, formulation of 'clean air 2000', granting of policy incentives to facilitate shift to non-ODS-technologies by the Board of Investment (BOI), etc
