i. Conservation of migratory species and their habitats: The Parties to the
Convention
have the duty to conserve migratory species and their habitats by providing strict protection to
migratory species that have been categorized as endangered. The principal obligations
provided under the Convention are to protect certain endangered species listed in Appendix I
of the Convention and to "endeavor to conclude agreements for the protection and
management of migratory species whose conservation status is unfavorable and of those
whose conservation status would substantially benefit from the international cooperation
deriving from an agreement, (such species are listed in Annex II)."
ii. Prevention, reduction, and control of factors that are endangering: Article
III(4)
states that Parties which are Range States of Appendix I species shall endeavor: to conserve
and, where feasible and appropriate, restore those habitats of the species which are of
importance in removing the species from danger of extinction; to prevent, remove,
compensate for or minimize, as appropriate, the adverse effects of activities or obstacles that
seriously impede or prevent the migration of the species; and to the extent feasible and
appropriate, to prevent, reduce or control factors that are endangering or are likely to further
endanger the species, including strictly controlling the introduction of, or controlling or
eliminating, already introduces species.
