Pacific island countries, have implemented a comprehensive set of national state of the environment reports and environmental management plans. (see more on "Environmental strategies in Pacific islands") However, the gap between the stated concern and effectiveness in implementing environmental policy were associated with a combination of factors such as;

  • lack of participation of the public and private sector
  • lack of participation of the traditional village level authorities
  • administrative machinery unable to match environmental policy;
  • lack of political and bureaucratic will;
  • the dominance of economic and financial considerations in decision making;
  • the intractable nature of the environmental problems faced;
  • political instability, corruption in some instances, particularly in the forestry sector.

Malaysia: formulation and enforcement of planning and environmental guidelines as a means for integrating environmental considerations into physical planning. e.g., Cyberjaya

Korea: formulation of sectoral strategies along the line with Green Vision 21 and Presidential Vision for Environmental Welfare. For example, master plan for resource recycling and re-utilization, forest resources enhancement plan (1988-97), long-term water resource development plan, five year plan of energy saving, etc.
