Examples of the roles that environment ministries are expected to play in policy making

Nepal: Ministry of Population and Environment created in 1995

Responsibilities

Coordinating: Coordination with other ministries for implementation of international agreements

National focal point on population and environment for all international donors

Policy making: Formulation of environmental plans and programmes

Implementation: implementation of environment related international agreements

Monitoring: Monitoring compliance of regulations. Formulation and implementation of EIA guidelines

Administration: Serve as a secretariat to higher body: Environment Protection Council

Awareness: environmental education, awareness campaign etc. training for implementation of programmes on population and environment

Information: environmental database, preparation of state of environment report

Weakness: small organizational strength, lack of trained manpower and financial resources
