• A few nominated persons from among the intellegensia

The Environment Protection Council (EPC)

• High-level civil servants
  
  
• Representatives of NGOs
  
  
• Representatives of the private sector
  
  
• Individual professionals.

National Planning Commission (NPC):

• Vice-chairman and five members nominated on individual basis
