Problem overview:
Awareness and visions: To maintain the state of the environment without straining the development of the economy, policy makers should have a clear understanding of Sustainable Development. To make sure they do, an aptitude test has been carried out in the Philippines in conformation with the countrys Agenda 21.
Framework for coordination: The aptitude test has been formulated by a number of related agencies, in which have come together for this purpose.

Background in summary:
Objectives of the Environmental Intelligence Quotient Scheme (EIQS): To formulate and pilot-test mechanism for the integration of environmental aptitude in tests administered by the Civil Service commission and the Career Service executive Board as well as evaluate the levels of awareness and understanding of government employees and officials in sustainable development.
Coordination among concerned agencies: A Committee composed of representative from the DENR, CSC, and PCSD Secretariat/NEDA has been organized. A memorandum of agreement has been drafted and circulated to concerned agencies for comments to formalize cooperation arrangements. For instance, DENR shall provide assistance in the formulation and operationalization (i.e. establishment of a mechanism, conduct of consultation-workshops, pilot-testing, etc.) of the EIQS.
Pilot testing and actual programme launching time: The CSC has agreed to promote EIQS through the Asean Resource Center. The expected program launching will be in June; pilot testing will be within DENR and NEDA, and operationalization will be in August 1999.

The Environmental Intelligence Quotient Scheme (EIQS) is a tool used to evaluate how much understanding do civil services have towards environment and sustainable development. If the results turned out to be that awareness is high, then it should be followed by actions and policy decisions that are sustainable too.

Awareness and visions: It is relevant to make sure that government officials, especially highly ranked officials, who are responsible for policy making, have a clear and thorough understanding of Sustainable Development. What is interesting to know are the actions that will be taken after the test. To make the EIQ worthwhile, there should be a training module to educate the official further more on the subject.
Improvement in either the environment or economic condition with no harm to the other: It is difficult to determine whether there has been improvement in economic or environmental factors because no action has been taken, hence, the rating is given a 3.
