Problem overview:

     Policies and measures: Eco-Labeling is a powerful tool to enforce standards because those who meet them gain an immediate advantage in the market place.

Background in summary:

     Coping with international standards: To meet the international norms and standards emerging rapidly, Korea is promoting better management of the environmental labeling system and the adoption of ISO 14000 standards.

     Enactment and implementation of environmental labeling laws: In April 1992, the Regulations on Environmental Labeling Management were enacted, and Korea began to implement the labeling program in June 1992. The Environmental Technology Development and Support Act, governing the environmental labeling system, was passed on December 1994. The central and local governments, as well as government-financed organizations, are encouraged to purchase products bearing the labels.

     Authoritative body looking over environmental labeling: The Environmental Labeling Association, a non-governmental organization, authorizes the use of environmental labeling and manages labeled products. Additionally, to prepare for the ISO14000 and similar issues, the government launched the master plans, which contain the establishment of updated criteria and the expansion of designated product items with LCA concept.

Comments on this example:

     Throughout the world consumers are now environmentally aware and interested in doing what they can to help. Each dollar spent on a product with an eco-label is a vote for the environment.

     When promoting eco-labeling and ISO14000, the government should promote both on the demand side and supply side. Demand side is to encourage the public to purchase goods with green labels or to prefer to buy goods from companies with ISO14000 standards. Supply side is to encourage companies/producers to comply with international environmental standards and provide assistance in the compliance process.

     Policies and measures: Companies that promote ISO 14000 and eco-labeling may only aim at gaining the competitive edge from their rivals. However, when companies acquire the ISO 14000, it means that the companys production process is technically sustainable. If more and more companies could obtain the ISO 14000, we could rest assure that industries are heading towards production that is harmless to the environment and safe for human consumption.
