Problem overview:
Awareness and visions: Korea is aware that at even at the governmental level, the tendency to isolate environmental considerations from management is common. But with better understanding towards the subject, hopefully there will be an increase in environmental implications throughout the various sectors of the government.
Training and educational initiatives: Giving all government employees some basic environmental management skills helps the whole government operate in a more environmentally friendly way.

Background in summary:
The Environmental Officials Training Institute: offers several programmes which are designed for the officials who are responsible for the environmental administration, including the ones from local governments and central government agencies other than MOE.
The major objectives are:
- Inspiration of a will to for preserving the environment
- Improvement of ability and technology essential for efficient environmental management,
- Enhancement of capacity to deal with the changes in the environmental affairs, especially international environmental issues.
The programme is composed of three courses:
- The basic courses try to provide general information essential for the general policy implementation.
- In the professional courses, more science and engineering oriented courses designed to set the platform to obtain information and knowledge of the environment.
- The miscellaneous courses cover foreign languages and computer skills.
The Central Official Training Institute: which runs a programme for general government officials, has some environmental courses. The objective of environmental aspect of the programme is to provide basic ideas of environment for non-environmental officials.
Establishing an inter-ministrial programme for environmentally friendly practices: The Korean government prepared an inter-ministerial programme, "Procedures of Governmental Practices for Constructing Environmentally Friendly Country," which is designed to establish specific and systematic guidelines in harmony with the roles and characteristics of individual ministries. This presumed plan contains annual targets, which will be evaluated and examined until the year 2000.
Limitations and further improvements of the programmes: There are some limits for the two institutions in providing awareness and philosophy of government officials toward sustainable development. The programmes of the institutions appear to need improvement and elaboration so the integration of environment and economy is fully mirrored in them. In particular, the training of inspectors and maintenance of the proper number of staff per polluting capacity need to be strengthened.
