Problem overview:

     Awareness and visions: The Dalian Municipal Government is determined to transform Dalian into an ideal city with a balance between development and environmental enhancement.

     Policy and measures: According to the policy Strive for the best, but not the largest, the city seaport, Dalian has incorporated urban renewal and pollution abatement policies along with the national and local agenda 21 together, in order to revolutionize the Dalian into a economically developed but environmental friendly city.

Background in summary:

     The Dalian Municipal: Dalian lies in a strategic position in the south tip of Liaodong Peninsula with Bohai in its west and the Yellow Sea in its east and Shandong Peninsula facing each other. Dalian is a famous port, industry, trade and tourism city.

     The Dalian Municipal Government policy: Following the policy "Strive for the best, but not the largest" put forward by Dalian Municipal Government in 1995, we undertook to transform the city into a "multi-purposes and beautiful ecological city with advanced facilities."

     Greening the City: For years we have devoted to the reconstruction of a lot of parks and street-center gardens.

• The new-completed Dalian Forest Zoo has reached international standard.
  
  
• Total five parks including the Labors Park and Xinghai parks have been reconstructed and 70 gardens and street-center green field have been finished so that you can enjoy the natural scenery everywhere.
  
  
• We have done much work on construction and reconstruction of 13 squares such as Xinghai Square and the Hope Square etc. amounted to 260,000 square meter.
  
  
• Meanwhile we have reconstructed square like Zhongshan square and Friendship Square.
  
  
• We took the lead throughout the country to cultivate turf in great amount. In the past four years, we have cultivated 5.64 million square meter turf which raise the per capita public green field from 4.3 square meter in 1992 to 7 square meter turf in 1997. Now the green field coverage rate reach 39%, nearly 14.6% higher than average coverage rate of large and medium scale cities in China.

     Pollution Abatement:

• We have moved and improved 57 serious-polluting factories and dismounted 175 chimneys
  
  
• Non-lead gasoline was spread throughout the city and 13,000 old and worn automobiles were eliminated.
  
  

     The Achievement and recognition of Dalian: These measures have improved Dalian's environment greatly and offered a fresh and beautiful tourism resort for tourists from home and abroad. Dalian has been awarded as one of "The 10 Excellent Cities for Environment Comprehensive Treatment in China", "China Sanitary Cities", "China Afforestation Advanced Cities", "National Garden Cities" and "National Environment Protection Model Cities".

Comments on this example:      Good example on how pollution issues in a city has been addressed. Also, involving the private sector seems to be an important factor to the success.
