B. Co-ordinating mechanisms
The lack of adequate and effective coordinating mechanisms appears to be the most critical inhibiting factor in the existing institutional structure. The degree of complexity of the coordinating mechanisms is also related to the inherent nature of the existing central and provincial administrations and their institutional arrangements. In addition, the fact that a number of line ministries have natural resource management mandates has a direct bearing on the tea sector, particularly with regard to the difficulties faced in integrating environmental policies. Thus it is important that a system of unified coordinating mechanisms be established, encompassing the national, subnational (i.e., inter-provincial) and intra-provincial levels.
