3. Capacity-building among local authority staff for issuing environment
protection licences
An informative handbook issued to the local authorities by CEA lays down the procedures and guidelines for issuing EPLs under authority delegated by CEA. In addition, CEA conducts an intensive one-day training programme every month for the benefit of local authority staff engaged in issuing EPLs for low-polluting processing activities.
