H. Coherence and consistency in monitoring mechanisms within the tea sector
In the EIA process, coherence and consistency is achieved through the participation of all agencies concerned in the Interagency Committee of PAAs and the technical subcommittee. That aspect is particularly important because in Sri Lanka several agencies are responsible for natural resource management. Examples are the land-use measures which bear heavily on the tea sector, from the scoping stage right through to monitoring. To achieve coherence and consistency, technical experts enrolled as members of a technical subcommittee are expected, in particular, to effectively contribute to the monitoring process.
In regard to the monitoring of compliance with standards laid down in EPLs for processing activities in the tea sector, consistency is achieved by the need for all delegated authorities to adhere to the minimum environmental standards prescribed by CEA in regard to the discharge of the effluents and emissions impacting on natural resources.
