Technical subcommitteePAA is responsible for setting up a temporary technical subcommittee to assist the IEE/EIA process. The subcommittee is chaired by a member of the PAA Environmental Cell and comprises technical experts from various specialized fields such as geology, hydrology, soils, agriculture, economics, architecture, engineering etc., who are assigned to independently assess all the technical aspects of the EIA process. The subcommittee members may also serve as members of the Oversight Committee. Specialists may be drawn from within PAA, government agencies, NGOs and academic institutions. CEA, which has a registered panel of experts and consultants, also assists in the selection of suitable specialists and advises the project proponents on how to utilize such experts in EIA preparation. Likewise, each PAA maintains a list of appropriate technical experts upon whom it can draw when necessary. PAA must ensure that there are no conflicts of interest between the technical personnel serving on the technical subcommittee. All technical evaluations and decisions made by the subcommittee are submitted to the Oversight Committee for consideration and approval. The subcommittee meets as often as is necessary. Top |
