2. Environmental cells

Environmental Cells have been established in PAAs to fulfil the responsibilities listed in the previous subsection. Although each Environmental Cell has a small permanent staff, it also depends on staff from other PAA components. One staff member is designated to interact with CEA, other PAAs and members of the public on all matters connected with the EIA process.

The legal responsibility for all PAA decisions in respect of an EIA lies with specific officials: the Secretary of a PAA Ministry; the Head of a PAA Department; and the Chief Executive Officer of a PAA Authority or Bureau.
