B. Existing regulatory systems

In 1978, comprehensive environmental legislation was passed by Parliament. The objective of the legislation was to ensure the delivery of effective environmental management that was responsive to the national goals. Legislation passed in 1978 included the Environmental Planning Act (EPA), the Environmental Contaminants Act (ECA) and the Conservation Areas Act (CAA). Other Acts which followed included: the Dumping of Wastes at Sea Act, 1979, the Water Resources Act, 1982, the National Parks Act, 1982, and the Physical Planning Act, 1989. A listing of environmental and related legislation in force in Papua New Guinea is given in table 4. The major environmental regulatory systems which impact on mining operations in Papua New Guinea include: the Mining and Petroleum Acts; the Environmental Planning Act; the Water Resources Act; the Environmental Contaminants Act; the Dumping of Wastes at Sea Act; and the Conservation Areas Act.
