J. Efficient urban planning

In order to overcome the environmental problems and make the city environment more sustainable, local plans should be prepared. Such plans should also be given the legal backing to make their implementation successful. Preventive measures should be adopted for stopping the urban sprawl by controlling the unregulated urban housing submarket.

Initially the supply of land may be provided without services. Those services can be provided later to those people willing to pay the user charges or share in cost recovery. At the same time, curative measures for, and the upgrading of, slums should be carried out with the involvement of the community. Furthermore, the efficient allocation of land for different urban functions can reduce the problems of air and noise pollution (which is already high in certain urban areas) that is created by traffic and haphazardly located industries.
