III. CASE STUDY OF ENVIRONMENTAL REHABILITATION PROJECT IN MALAKAND DIVISION OF NORTH-WEST FRONTIER PROVINCE

A. Project setting and inputs

An environmental rehabilitation project (ERP) which focuses on forestry development is being implemented in NWFP by the Forestry Department. The project is being sponsored by the World Food Programme (WFP), the Government of the Netherlands and the provincial government of NWFP. The project was approved by ECNEC on 18 September 1993, and the completion date is 30 June 1999. The project area covers Chitral, Swat and Buner districts. The environment in the area is discussed in chapter two of this report. Financial inputs to the project amount to PRs 412 million (US$ 13.8 million), of which the Government of the Netherlands is providing 41 per cent. The World Food Programme is providing 38 per cent, with the remaining 21 per cent coming from the local government authorities. Field implementation expenditures, including salaries, extension and training, operation and maintenance, account for 48 per cent of the financial requirements. 

The planned number of personnel to be involved in the project totals 268. The provincial Forestry Department employs 212 persons, spread over four forest divisions and 10 ranges. Of that total, 55 posts are donor-funded personnel; those posts include the only expatriate on the project (Senior Technical Adviser) and 35 women, nine of whom have been recruited so far on pay scales similar to forest guards with the Forestry Department taking over in due course. Local graduate advisers include four males and one female social organizers, two RFO Women's Programme, a civil engineer and a cartographer. Administrative personnel include a secretary, an accountant and 12 drivers. One expatriate Assistant Professional Officer, Range/Natural Vegetation Management, has been added from additional funding provided by the Government of the Netherlands.
