A. Long- and medium-term plans and programmes at the national level

At the national level, the Planning Commission of Pakistan drafts the long-term perspective plan and the five-year plans, taking into account the recommendations and suggestions of sectoral committees of divisions/line departments and the Provincial Planning Departments. The first Five-Year Plan was put into effect soon after independence in 1947. The phasing of the successive national plans and their periods of implementation were:

  • Six-Year Plan (Colombo Plan), 1951-1957;

  • First Five-Year Plan, 1955-1960;

  • Second Five-Year Plan, 1960-1965;

  • Third Five-Year Plan, 1965-1970;

  • Fourth Five-Year Plan, 1970-1975;

  • Fifth Five-Year Plan, 1978-1983;

  • Sixth Five-Year Plan, 1983-1988;

  • Seventh Five-Year Plan, 1988-1993;

  • Eight Five-Year Plan, 1993-1998.
