A. Long- and medium-term plans and programmes at the national level
At the national level, the Planning Commission of Pakistan drafts the long-term perspective plan and the five-year plans, taking into account the recommendations and suggestions of sectoral committees of divisions/line departments and the Provincial Planning Departments. The first Five-Year Plan was put into effect soon after independence in 1947. The phasing of the successive national plans and their periods of implementation were:

- Second Five-Year Plan, 1960-1965;
- Third Five-Year Plan, 1965-1970;
- Fourth Five-Year Plan, 1970-1975;
- Fifth Five-Year Plan, 1978-1983;
- Sixth Five-Year Plan, 1983-1988;
- Seventh Five-Year Plan, 1988-1993;
