The Federal Territory (Planning) Act, 1982 (Act 267), which provides the legal framework for planning practices in Kuala Lumpur, was based on the structure planning system. The system comprises two major components known as the structure plan and the local plan that are prepared at two different stages. Before Act 267, planning for Kuala Lumpur was carried out under the provisions of the Kuala Lumpur (Planning) Act, 1973 (Act 107), which provides for a comprehensive development plan system. The Kuala Lumpur Structure Plan was formulated according to both national and regional policies (Idris, 1996). The coordination relationship to the national plan and country’s regional plans is discussed below. Top |
