1. Federal government: Department of the Environment

Toxic and hazardous waste is jointly monitored by City Hall and the Department of the Environment-Federal Territory of the Ministry of Science, Technology and the Environment. However, only the Department can bring offenders to prosecution with supporting evidence provided by either itself or City Hall. In such cases they work closely with the Health Department under City Hall, in particular the Environmental Protection Unit. The Department of Environment also regulates black smoke emission in the Federal Territory of Kuala Lumpur under the Area Watch and Sanction Inspection (AWASI) and noise pollution monitoring programmes (Ministry of Science, Technology and the Environment, 1995).
