A. Case study purpose and justification
The purpose of this case study of the Federal Territory of Kuala Lumpur was to analyse the strengths and weaknesses in the existing institutional arrangements and mechanisms for incorporating environmental considerations into decision-making on economic, social and physical development at the provincial and local/city levels. In addition, this study provides a critical review of the mechanisms for coordination as well as an evaluation of the type of measures being used to integrate environmental considerations into the development process, including monitoring and enforcement mechanisms and their perceived and actual effectiveness in achieving state policy objectives, as well as the training and information needs of government officials. A set of recommendations are then given for improving the existing institutional framework and mechanisms, particularly with regard to ensuring coordination with Agenda 21.
