BRIEF INTRODUCTION TO THE "MANAGING SUSTAINABLE DEVELOPMENT IN SHENYANG" PROJECT

Managing sustainable development in Shenyang (sustainable Shenyang) is one of the 15 global SCP demonstration projects of UNCHS, the United Nations Environment Programme (UNEP)-IETC and the United Nations Development Programme (UNDP). The project, which has received energetic support from the organizations concerned within the United Nations system as well as the Government of China, is being implemented in a well-organized way in Shenyang. The central topic of discussion in the project concerns environmental issues. Drafting sustainable development strategies and integrating environmental management into the city development plan, as well as establishing an environmentally sound plan of action, is a major attribute of the project. 

The project is being executed at the national level by the China International Centre for Economic and Exchange (CICETE) of the Ministry of Foreign Trade and Economic Cooperation, which is responsible to UNDP for expenditure of the IPE contribution and for coordinating counterpart funds and other inputs as necessary, in order to achieve the project objective. The Shenyang municipal government is the implementing agency responsible for providing, coordinating and supervising the necessary manpower, counterpart financial resources and other specified inputs. It is also responsible for ensuring their effective application to project activities. UNCHS-SCP and UNEP-IETC are the cooperating agencies responsible for providing necessary professional and technical advice and support in the implementation of the project. 

The project aims at promoting the city in order to ensure sustainable development of the environment, the economy and society by: 

  • Strengthening strategic planning of sustainable development of the city, cross-sectoral cooperation and public participation;
  • Including urban environmental issues in urban development strategies, and improving capabilities of sound financial and urban management;
  • Implementing a series of bankable capital investment projects and/or technical assistance packages, based on the approved strategies and action plans of the project. The investment projects and/or technical assistance packages will be fully discussed with international, public and private investment sources and will comply fully with international norms. They will be aimed at assisting the implementation of approved action plans, especially in the field of environmentally sound technology transfer;
  • Clarifying national-level actions that are required to supplement the work of the project and by addressing national-level issues that arise from the project;
  • Analysing the lessons learned in the Shenyang project and, through the national and international links of ACCA21, UNEP-IETC and UNCHS-SCP, disseminating such information at national-level seminars, workshops and other forums as well as internationally through the SCP city network and urban environment forum;
  • Establishing a globally connected system for attracting international environmental investment, which was one of the keystones of SSP, and make full use of any subsequent support.
