8. "Liaoning illness" and urban sustainable development
Since 1990, market economy system has gradually grown in Liaoning, and cases of malpractice have begun coming to light in the State-owned large and middle-scale enterprises as well as in heavy industry.
With the growth of village and township enterprises and joint ventures, many State-owned enterprises, which used to contribute much to the country, now face serious problems such as ageing equipment, shortage of capital, declines in benefits and even bankruptcy of some factories.
The situation has been named "Liaoning illness". However, in the central city group of Liaoning province, including Shenyang City, "Liaoning illness" means not only difficulties, but also opportunity.
The difficulties are mainly capital shortages and serious unemployment, while opportunities exist through the transformation of the former industrial structure that permitted the existence of a heavy concentration of heavily polluting enterprises.
Large investments will have to be made in clean and environmentally-friendly industries, which may provide employment opportunities As a result, Shenyang City will be able to increase its capability of maintaining sustainable development.
