4. Strengthening the infrastructure

Because Shenyang has a high population density, the rapid development of the economy and growth of the population will further accelerate the process of urbanization. The population of Shenyang is projected to reach 5.7 million in 2010. Thus, the city must reinforce the comprehensive management of the environment, especially the construction of sewage and garbage treatment plants, while also expanding the infrastructure such as roads, communications, electricity, gas and water supplies, drainage, and parks and afforestation etc., as part of its efforts to protect and improve the environment.

The expansion of the road and communications systems will improve the traffic capacity of the city, reduce energy consumption and air pollution. The road network in the middle urban district, in particular, should be expanded.

Information and other services need to be improved. First the city should construct a Shenyang information expressway based on computers and telecommunications. Second, Shenyang should construct a modern service project of international standard. For example, an environmentally-friendly holiday resort could be constructed on Qipan mountain.

It is important to adhere to the principle of combining exploration for new water sources with water conservation. The city should tap new water sources and ensure better protection for controlled water source zones. At the same time, the city should separate drinking water sources from industrial and agricultural water sources, and improve the ratio of recycled water. In addition, Shenyang should accelerate the construction of sewage treatment projects.
