2. Adjusting the energy structure

The city should adjust the extent and structure of raw energy use in the urban areas, develop the production of high-quality energy, thermoelectricity and central heating, and gradually decrease the use of coal in urban areas until it is completely replaced by other forms of energy. In the central district of the city, the use of coal should be banned. In addition, the city should develop a combination of liquid gas and air as a way to solve the differences between gas supply and demand, and it should optimize its energy structure.

  1. Development of new techniques for clean coal utilization
  2. The city should introduce coal gasification and liquefying techniques, and coal processing before burning, in order to change the method of energy supply and use, improve the ratio of coal utilization and reduce pollution emissions.

  3. Development of renewable non-polluting energy
  4. Shenyang should expand the utilization of biogas and solar energy, which are renewable and non-polluting and are thus beneficial to environmental conservation.

  5. Applying new energy-saving techniques and materials
  6. The application of new energy-saving techniques and materials in city construction projects should speed up the construction of energy-saving houses in Shenyang. New buildings equipped with central-heating must come up to State energy-saving standards.
