5. Increasing investment in the environment

In order to overcome financial restraints on the improvement of the environment in Shenyang City, the city should borrow from multilateral banks and use bilateral concessional loans. That would ensure the investment of adequate funds in the improvement and protection of the urban environment. The cost of environmental protection and restoration in Shenyang City is rising, but it is also playing a positive role in mitigating unemployment in the city. Environmental improvement and protection and the constant development of a city may serve to encourage the development of relevant industries and alleviate unemployment. For example, the city of Dalian in Liaoning province has invested a large amount in urban environmental protection and restoration in recent years in order to stimulate the development of related industries and increase employment opportunities. The improvement of the urban environment strengthens efforts to attract investment and tourists, and promotes economic development. Thus, the coordinated development of the economy and the environment has been achieved.
