3. Legislation and its popularization

  1. Strengthening legislation formulation and improving legal systems
  2. Local laws and regulations, policies and measures that are suitable for the market economy system should be reviewed and reformulated, and the eight systems of environmental management should be deepened and improved. The local environmental protection laws and regulatory system should be improved, and economic technological policies that are beneficial to sustainable development and suitable for Shenyang should be constantly reviewed and amended. Environmental standards should be brought under the laws and regulations, and legal provisions should be spelled out in detail. The responsibilities of violators of the law, taxpayers and legal executors should be clearly stipulated. The actions of the government, enterprises and taxpayers should be covered by laws and regulations.

    As the concept of sustainable development is further refined, the environmental laws will face many new problems. For example, how do environmental laws effectively serve sustainable development? How do environmental laws become effective tools for implementing the strategy of sustainable development? How can sustainable development policies be put into practice? To ensure timely and efficient answers to such questions, it is important to strengthen the study and formulation of environmental laws.

  3. Popularization of laws and regulations

The city should strengthen and expand information on environmental protection laws and regulations in order to improve the understanding and awareness of the population with regard to their legal rights, and to encourage their active involvement in urban construction and administration within the requirements of those laws and regulations. In addition, the city should strengthen training in environmental laws and regulations for enterprise leaders and legal executors in order to enhance their capacity to enforce such laws and regulations.
