4. Limitation of coordination among the agencies
Environmental management covers many fields such the management of natural
resources, regional environment and departmental environment. The departments
concerned with environmental management in Shenyang, and their related
responsibilities, include:

The Industry and Commerce
Administration (examining and approving construction projects);

Land Planning and Land
Management Bureau (land use and urban planning);

Urban Construction Bureau (urban
construction activities);
-
Environmental Protection Bureau
(control of pollution);
-
Health Bureau (urban sanitation and public health
problems);
-
Forestry Bureau (natural protection areas
and afforestation outside urban districts);
-
Water Conservation Bureau (management
of water resources and the conservation of water and soil);
-
Agriculture Bureau (rural environmental
management).
All the departments are coordinated through bodies such as the Shenyang Planning
Committee and Construction Committee.
Because environmental protection involves many departments, horizontal
coordination among the departments is limited. For example, the limited
coordination between the Environmental Protection Bureau and the
Industry and Commerce Administration may result in the omission of the
"three synchronizations" system.
District and county level environmental protection bureaux are under
the leadership and management of district and county governments. The quality
of environmental protection management fully depends on the directors of
the district and county governments. If the directors are biased towards
local protectionism, the vertical coordination of environmental management
suffers restraints. The result is that great difficulty is faced by the Shenyang
Environmental Protection Bureau in implementing its policies in the districts
or counties, and the strength of the environmental laws and regulations
may be weakened at those levels.
