1. Formulation of local laws and regulations in Shenyang
Shenyang City issues some local laws and regulations on the basis of executing
State environmental laws and regulations. Some of those local laws and
regulations are formulated in order to deal with existing problems. Others
are aimed at detailing the laws issued by the State. For example, the Tentative
Administrative Measures on Environmental Impact Assessment of Shenyang
contains the details of EIA system in the Environmental
Protection Law. The detailed rules on collecting pollutant
discharge fees in Shenyang have been formulated by combining the charging
system of pollutant discharge given in the Environmental Protection Law
and the Temporary
Regulations on Collecting Fees for Pollutant Discharges issued by the State
Council with specific conditions prevailing in Shenyang.
Shenyang City has been formulating laws and regulations of environmental
protection since 1970s. According to statistics, it has issued 73 laws
or regulations. During the past 10 years, 22 local laws, regulations or

enforcement of environmental administration. In summary, all laws and regulations
on environmental protection issued by Shenyang City are formulated under
the principle of coordinating economic construction and environmental protection,
taking prevention as a principal part, and combining prevention with control.
