2. Main responsibilities of the Shenyang Environmental Protection Bureau

The Shenyang Environmental Protection Bureau is the administrative department responsible for environmental protection in Shenyang and it also is the working body of the Environmental Protection Committee of Shenyang. The Bureau is mainly responsible for supervision and administration of environmental protection works, environmental planning, execution of environmental laws, environmental monitoring, and environmental science research. Details of the Bureau's responsibilities are given below:
  • Supervising and inspecting the implementation of State and local government policies, laws and regulations on environmental protection; drawing up local environmental protection laws and regulations, and supervising their implementation; coordinating the economy, technology, resource allocation and industrial policies which are related to environmental protection;
  • Implementing national and local environmental protection standards (i.e., standards for environmental quality, pollutant discharge, standard sampling, environmental methods, and basic environmental protection and professional environmental protection standards;
  • Formulating and implementing the Shenyang environmental protection plans and programmes; participating in drawing up long-term and middle-term planning for the social and economic development of the city, annual planning, land development and management planning, regional economic development planning, industrial development planning, resource saving and comprehensive use planning; participating in the drafting and amending of the overall city plan; examining and verifying the inclusion of environmental protection in the overall city plan; and managing the collection of environmental statistics and environmental information;
  • Taking responsibility for environmental protection work on water, the atmosphere and soil in the city; supervising the prevention and control of the pollution by wastewater, waste residue, dust, gases, radioactive material, toxic chemicals, noise, vibration and electromagnetic radiation etc.;
  • Implementing the national environmental administrative systems, which include the systems of reporting and registering pollutant emissions, pollutant discharge permits, paying for pollutant discharge, environmental impact assessment (EIA) and environmental protection, and organizing and coordinating remedial environmental actions and quantitative examination;
  • Supervising environmental protection in the whole city; cooperating with related departments in planning natural reserves, scenic areas and ecological agriculture construction; coordinating, supervising and monitoring the protection of flora and fauna, biological diversity and rare and endangered species; guiding resource exploration activities that have an impact on the environment; and executing the laws and regulations related to environmental administration of rural and town enterprises, and administrating the prevention and control of pollution by such enterprises;
  • Taking responsibility for environmental monitoring of whole city; organizing and directing an environmental monitoring network at the city level; compiling reports on environmental quality within the city; and issuing environmental quality bulletins;
  • Formulating policies on environmental science and technology; undertaking development planning for science and technology and the environmental protection industry; dealing with the key problems affecting environmental science and technology; being responsible for appraisal, exchanging and disseminating information on achievements with environmental technology; managing technology introduced for environmental protection; being responsible for making information on environmental issues available to the city population; supervising and authenticating environmental protection facilities throughout the city; and developing, coordinating and managing the market for industrial environmental protection;
  • Being responsible for handling appeals cases on environmental pollution; dealing with the proposals and motions of the municipal People's Congress and the municipal People's Political Consultative Conference; dealing with major environmental accidents; mediating and handling environmental disputes; and accepting and hearing cases for reconsideration;
  • Leading the implementation and supervision of environmental laws; organizing a special team to check and supervise major pollution sources and environmental-sensitive regions in the area under its jurisdiction; investigating and dealing with illegal activities that are related to enforcement of environmental protection;
  • Coordinating the work among administrative departments at the city level, as well as industrial administrative departments and township enterprise administrative departments, in order to enforce the prevention and control of environmental pollution; guiding and supporting the environmental administrative work of enterprises jointly with other related institutions; and promoting clean production and the sharing of experiences;
  • Launching and supporting a variety of activities concerning environmental protection information and education; spreading knowledge of environmental science and environmental protection laws; deepening the understanding of the environment among leaders at all level leaders as well as the public; training and educating staff members;
  • Guiding environmental protection work in the districts, and counties as well as in all related government departments;
  • Organizing and developing international cooperation and exchanges of experiences related to environmental protection; managing international cooperative projects on environmental protection and utilizing foreign capital jointly with other related governmental departments; managing foreign capital provided for environmental protection;
  • Carrying out the practical aspects of the work of the municipal Environmental Protection Committee and undertaking other work assigned by municipal government;
  • Implementing an internal audit system; auditing and supervising the collection, management and use of revenue earned from pollutant discharge fees; auditing and supervising internal revenue, expenditures and financial actions of the bureaux, units and other entities directly under its control.
