1. Shenyang municipal government structure

The Shenyang municipal government comes under the leadership of the mayor, with the vice-mayors been given separate responsibilities (figure 25). An assistant mayor and a secretariat help the mayor undertake coordinating activities. Commissions (committees) are set up by the Shenyang municipal government in order to carry out the overall coordination of the work of the various departments. The Shenyang municipal government structure is shown in figure 26.

Corresponding management departments are set up in the various districts and counties (cities) under the jurisdiction of the Shenyang municipal government. They come under the jurisdiction of the various district and county (city) governments. The departments of the various districts and counties (cities) receive guidance from the corresponding management departments of the Shenyang municipal government (figure 26).
