IV. ENVIRONMENTAL PLANNING FOR THE LIAONING MIDDLE CITY GROUP, WITH SHENYANG AS THE CORE

The Liaoning middle city group has the largest heavy industry base in China and forms the key part of the old industrial base of the province. It is also the most seriously polluted area in the country, and has the heaviest discharge of wastewater, waste gases and solid waste in the province. The area has a relatively consistent physical environmental structure, and close socio-economic relationships exist between cities in the area, which all face interrelated problems over certain environmental issues. For example, since the middle group of cities are located in the Liaohe valley, they all face the problems of surface water pollution and allocation of groundwater allocations. Thus some of the environmental issues in and around Shenyang City will need to be solved on a regional scale. In addition, regional environmental planning will be necessary if those problems are to be fully overcome.
