5. Developing traffic and communications, and improving the investment environment

The construction of a traffic system and communications in Shenyang is a critical key to ensuring the smooth functioning of the central city area, accelerating the economic development of Liaoning province and improving the urban functions of Shenyang.

Shenyang has become the biggest centre of mail and communications in north-eastern China. First, for long-distance telecommunications, three ring transmission nets of optical fibre have been set up, radiating in five directions with Shenyang as the core. Second, a flexible, credible and highly-efficient long-distance communications net has been set up with various means of modern communications such as optical fibre, digital microwave and satellite connections, in order to provide a large capacity and highly efficient foundation for national economical development. Third, the telephone has become widely connected for families in Shenyang.

The highway system is making Shenyang a transportation hub, with a ring road around Shenyang City (it is the first fully integrated ringroad around a central city in China); four radiating roads from the ringroad reach Dalian, Bengxi, Fushun and Tieling. At present, the Sheng-Shan (Shenyang to Shanhaiguan) highway is being constructed. After the Sheng-Shan highway is completed, the connection between Beijing and Shenyang will improved to form a "One Ring and Five Ray" pattern.

Shenyang's Taoxian airport is the largest international and regional aerial transportation hub in north-eastern China, and is extensively used in connecting with seven cities (Shenyang, Anshan, Liaoyang, Benxi, Fushu, Tieling and Panjin).
