D. Institutional strengthening

Improved environmental planning and management require institutional building and training. That is essential if national environmental policies are to be translated into action at the operational and sectoral levels. Very few people have been trained in the collection and analysis of either environmental information or population and economic data.

A number of international and regional organizations have mandates which include promoting the concept and practice of integrating environmental management and broader development planning as well as assisting member countries in their institutional building efforts. Notable among them are SPREP, ESCAP and UNEP. Tonga is affiliated with all three of those organizations.

Recommendations

It is recommended that:

  • Immediate steps be taken to identify in detail the extent and nature of the training needs for ensuring effective planning and management of the environment;
  • Short- and long-term programmes of institutional building and training be introduced;
  • Tonga should take advantage of the expertise available from/through SPREP and other international organizations such as ESCAP and UNEP, as well as from its traditional bilateral donors.
