C. Effectiveness of existing mechanisms
As long as there is no coordinated and integrated national policy on the environment, existing measures for collecting, analysing, disseminating and utilizing environmental information will remain ineffective.
So far, neither a central directive nor inter-institutional arrangements or consultations exist with regard to providing guidance on what information is to be collected, how and when, and for what purposes.
From their normal operations and activities, governmental agencies do generate and collect a reasonable amount of environmental data each year.
Unfortunately, those data are never collated or analysed in order to provide the government or the public with an overall natural perspective.
