III. INSTITUTIONAL COORDINATION MECHANISMS

The first half of this chapter provides a description of the types of coordination mechanisms followed by the various government establishments with regard to environmental matters.
It examines the weaknesses and strengths of the existing mechanisms, and offers some suggestions as to future direction. Examples are then given of where institutional overlaps exist and the conflicts that can occur, together with some suggestions on how those conflicts could be resolved or avoided.
Finally, existing mechanisms for interaction with the private sector, or the lack of such mechanisms, are discussed and several recommendations are provided on how that interaction could be improved.
