A. Current measures for training government officials

1. Human resource development programme
The comprehensive human resources development (HRD) programme of the government, which is administered by an interagency Special Committee on Scholarships lodged within NEDA, generally provides for the training of government personnel throughout the country.
The programme offers both short-term (certificate or diploma) and long-term (degree) courses and is mainly funded by foreign donor institutions.
Actual training under the programme is mainly conducted overseas.
Recently, the number of foreign institutions offering training on environment-related courses, as well as the variety of areas for training related to the field of environment, has increased.
Such increases are presumably a response to the rise in demand for environmental experts.
At the agency level, the participation of technical personnel in the HRD programme is managed through queuing in the manpower development programmes of each agency. Likewise, scholarships are available to government personnel for local training through degree courses in the environmental field.
In addition to the degree/diploma courses, there are also opportunities for participation by government personnel in local and international seminars, conferences, workshops and related forums on the environment locally and internationally.
