3. Training requirements for the implementation of the Sustainable Development Act

The following public and private sector training programmes have been identified as necessary for the implementation of the Sustainable Development Act.

(a) Public sector capacity-building

  • Training in EIA, including training for environmental management units within various government departments and agencies in the practical aspects of environmental impact assessment management, and the use of mediation in the environmental impact assessment process;
  • Training in environmental auditing and environmental cost accounting, including training for various government departments and agencies in environmental accounting and ISO 14000 audits, and for the Auditor-General's office on the practical aspects of environmental cost accounting and sustainable development assurance audits;
  • Training for the Sustainable Development Tribunal, including the development of a training programme and Procedures Manual for Sustainable Development Tribunal officers and staff, and the establishment of an environmental awareness programme for the judiciary;
  • Training of environmental inspectors, including marine pollution inspectors and environmental prosecutors, including: (a) the collection and presentation of technical evidence; (b) the implementation of port control by ship inspectors; (c) air quality management by environmental and motor vehicle inspectors; (d) training of fisheries inspectors; (e) training of environmental inspectors in the Ozone Depleting Substances Unit on the enforcement of the Vienna Convention and the Montreal Protocol; and (f) training of customs, quarantine and agricultural officers on the enforcement of the CITES Convention and the control of exotics;
  • Training in environmental information management for Environmental Registry staff within the Department of the Environment;
  • Establishment of a post for an Environmental Legal Officer within the Department of the Environment, including training and technical support.

(b) Private sector capacity-building

  • Environmental auditing, environmental management systems and ISO 14000, including training the private sector in the establishment, review and audit of ISO 14000 environmental management systems, and the training of environmental auditors;
  • Training in hazardous substances management, including training for the private sector on the practical aspects of workplace health and safety, and hazardous substances management, packaging, labelling, storage, transport, import, export and disposal;
  • Training in ozone depleting substance recovery and recycling, including private sector training on the practical aspects of CFC/halon recovery, storage, use, recycling and disposal, and the training of CFC technicians for certification and accreditation purposes;
  • Training in environmental mediation.
