C. Assessments conducted by the National Fisheries Division
The Fisheries Division began regular monitoring of the commercial fishing industry in 1986. Their monitoring activity can be viewed as assessment, especially as they also conducted limited exploratory fishing and recommend new fishing techniques and target species to the fishers.
Assessment of fish stocks, however, is generally beyond the limited capability and funding of the Samoan Fisheries Division. Most fishery assessment work is conducted by short-term surveys by visiting scientists funded by outside agencies or as long term projects done by consultants in association with the Fisheries Division.
The Statistics Office attempted a household and market survey in 1978 but this was dismissed by the Fisheries Division as "completely unreliable" (FAO 1991).
