E. Research and training
The Shanghai Academy of Environmental Science undertakes the main portion of research work essential to the development of SEPB. Each year, tens of research projects are launched and accomplished. These projects vary from methodological research of environmental monitoring, to research of environmental impact assessment and environmental planning. 1995, for instance, saw the completion of Analysis Methods for Standards of Industrial Wastewater Discharge and Waste Gas Emission in Shanghai, Study on Quick, Microbiological Assay of Water Pollution Indices, and Thirteen National Environmental Method Standards: Determination of Formaldehyde, Vanadium and so on. Apart from these, many earlier research projects won national awards, such as Study on Measurement of Industrial Wastewater in the Upper Reach of the Huangpu River, and Architecture of Technical Standards for Environmental Protection Instruments. After years of effort, the Shanghai Academy of Environmental Science has developed a strong research capability, thus laying solid ground for the capacity building of SEPB.
The Training Center for Environmental Protection trains and examines the staff of SEPB responsible for environmental monitoring; as well as personnel performing the same work in other industrial departments. In 1990, 321 SEPB staff members and 1,300 specialists from various industrial departments participated in professional training and examination, with the pass rate reaching 97 per cent. All successful trainees were granted certificates.
