Subregional seminar on macroeconomic policy analysis and modeling in the economies of Central Asia,
20 -22 June 2001, Tashkent, Uzbekistan

The Subregional seminar on macroeconomic policy analysis and modeling in the economies of Central Asia was organized by the ESCAP secretariat in cooperation with the Center for Economic Research of the Government of Uzbekistan in Tashkent from 20 to 22 June 2001. The seminar was convened in response to the special request made by the Government of Uzbekistan to share its experience in developing macroeconomic models for policy analysis and to learn from experiences of other Asian countries such as Bangladesh, India, Japan, and Viet Nam in using macroeconomic models for generating policy scenarios or simulations. The seminar served as a subregional forum for enhancing the awareness of countries from Central Asia of the usefulness and limitations of models based on concrete experiences gained by other Asian economies.

Fifty national experts from Uzbekistan, six representatives from Azerbaijan, Georgia, Kazakhstan and Kyrgyzstan, and international consultants from Bangladesh, India, Japan and the UNDP Office in Viet Nam attended the seminar. The officials from the Embassies of Malaysia and Turkey also participated in the meeting.

The seminar discussed five presentations prepared by researchers from the Center for Economic Research, Center of Effective Economic Policy, and the Ministry of Macroeconomics and Statistics of Uzbekistan. Among them were;

  • Experience of Uzbekistan in developing and adapting macroeconomic models for the sake of sustainable economic growth [Document in English (Word/PDF) and Russian(PDF)]
  • Adapting the SAM-models to the conditions of transitional economy of Uzbekistan [Document in English (Word/PDF) and Russian (PDF)]
  • Use of the RMSM-X-model in solution of macroeconomic problems of economic development of Uzbekistan (Document in English (Word/PDF) and Russian (PDF)]
  • Developing of debt block RMSM-S model for effective management of foreign liabilities of Uzbekistan [Document in English(Word/PDF)and Russian (PDF)]
  • Small size macroeconomic model of Uzbekistan
The participants of the seminar drew useful lessons from national experiences of India and Japan in applying models for evaluating some of the key macroeconomic variables. Dr. Shashanka Bhide, Chief Economist, Head of Macroeconomic Monitoring and Forecasting Division, National Council of Applied Economic Research of India presented a paper on "The experience of India in using modeling for macroeconomic policy analysis". Professor Masaaki Kuboniwa, Institute of Economic Research, Hitotsubashi University made presentation on "Macroeconomic policy analysis using input-output tables in view of Japan's experience and Uzbekistan's catching up". The government officials from Azerbaijan, Georgia, Kazakhstan and Kyrgyzstan presented their initial experiences in developing macroeconomic models.

A round table was held to discuss a Sustainable Human Development (SHD) model used in Bangladesh and developed for Viet Nam. General introduction to the SHD-model, its potentials and pitfalls was made by Mr. Ernst van Koesveld, Economist, the UNDP Office in Viet Nam. (The Sustainable Human Development Model: potentials and pitfalls). He also presented the experience of Viet Nam in developing this model for macroeconomic policy analysis. Dr. Tawfiq-E-Elahi Chowdhury, Secretary, Planning Division, Ministry of Planning of Bangladesh presented a paper on "Mainstreaning Sustainable Human Development in the Government policy formulation process: experience of Bangladesh". The experience of Bangladesh was also presented in a background note (Sustainable human development model - background note) prepared by Mr. Ernst van Koesveld. The seminar emphasized that the SHD-model could be replicated for Central Asian and Caucasus countries as the model addresses relevant socio-economic issues faced by this group of economies.
