Information concerning elections of the Governing Councils of SIAP and APDIM is contained in the Executive Secretary’s letters addressed to Seats of Government as well as in ACPR document number ACPR/364/INF/3 dated 25 February 2016, and is provided below for the attention of members and associate members of ESCAP.
All members and associate members of ESCAP are welcome to express interest in joining the Governing Councils of the respective regional institutions by submitting a completed nomination form to the Secretary of the Commission by 12:00 noon (Bangkok time) on Monday 16 May 2016.


I. Election to the Governing Council of SIAP

1. The three-year term of the current Governing Council of the Statistical Institute for Asia and the Pacific will end at the forthcoming seventy-second session of the Commission, to be held in Bangkok from 15 to 19 May 2016.

2. The Statute of the Institute (Commission resolution 67/13) stipulates that “The Institute shall have a Governing Council consisting of a representative designated by the Government of Japan and eight representatives nominated by other members and associate members of ESCAP elected by the Commission. The members and associate members to be elected by the Commission shall be elected for a period of three years but shall be eligible for re-election”. In addition to the host country (Japan), the current members of the Governing Council are: Australia, China, India, Indonesia, Philippines, Republic of Korea, Russian Federation and Thailand.

3. As further stated in the Statute, members and associate members elected to the Governing Council will be expected to participate in its sessions, held at least once a year, to provide guidance to the Institute. To ensure continuity in the work of the Council, elected members and associate members are expected to designate one representative who will serve on the Council throughout the term of membership. The cost of participation of representatives of elected members in all sessions of the Council shall be borne by the respective Governments concerned.

4. As of 16 May 2016, nominations have been received from the following member countries in alphabetical order:

II. Election to the Governing Council of APDIM

1. The Commission, at its seventy-first session, adopted resolution 71/11 on the establishment of the Asian and Pacific Centre for the Development of Disaster Information Management (APDIM),along with the Centre’s Statute.

2. The Statute provides for a Governing Council. It states, inter alia:

“The Centre shall have a Governing Council consisting of a representative designated by the Government of the Islamic Republic of Iran and eight representatives nominated by other members and associate members of the Commission. The members and associate members to be elected by the Commission shall be elected for a period of three years, but shall be eligible for re-election….”

3. Since it is expected that the Centre will become operational during the second half of 2016, it is necessary for the Commission to elect the first Governing Council during this session for a period of three years, 2016-2019.

4. As of 10 May 2016, nominations have been received from the following member countries in alphabetical order:
