The Expert Group Meeting on Disability in the Pacific: Strengthening Implementation of the Biwako Millennium Framework (BMF) was held at the Tanoa International Hotel, Nadi, from 28 to 30 March 2007. The meeting considered initiatives taken in Pacific countries to implement the BMF, address issues related to disability, prepared a consolidated input from the Pacific to the mid-term review of the Biwako Millenium Framework in Bangkok, Thailand in September 2007 and considered ways to improve regional coordination. In addition to experts from countries in the Pacific, representatives of the Office of the United Nations High Commission for Human Rights, Pacific Islands Forum Secretariat and the Pacific Disability Forum led discussions during selected sessions of this meeting. Participants were requested to provide a summary of the implementation of the Biwako Millennium Framework in their respective countries and to discuss its implementation at the Meeting.

The “Biwako Millennium Framework for Action towards an Inclusive, Barrier-free and Rights-based Society for Persons with Disabilities in Asia and the Pacific” (BMF) was adopted in Otsu City, Shiga, Japan by 28 Governments at the “High Level Intergovernmental Meeting to Conclude the Asian and Pacific Decade of Disabled Persons” in October 2002. The BMF is the regional policy guideline for the Asian and Pacific Decade of Disabled Persons, 2003-2012. It promotes the paradigm shift from a charity based approach to a rights based approach to disability with seven priority areas for action, 21 time bound targets to be achieved and 17 strategies to be utilized by 2012.

The Biwako Millennium Framework was endorsed the Economic and Social Commission for Asia and the Pacific in 2002 (resolution 58/4) and by the Pacific Island Forum Leaders in 2003 and the Pacific Regional Workshop on Disability was convened in August 2005 by the Pacific Islands Forum Secretariat. At this meeting, the Commission was requested to support the formation of national action plans and the implementation and monitoring of the Biwako Millennium Framework in countries of the Pacific.
