E. Information and training needs
Staff resources of provincial and local authorities need to be strengthened in order to facilitate better enforcement of environmental regulations at the provincial and local levels. Similar needs are identifiable in regard to the evaluation of the EIA process. In that context, current training programmes should be supplemented with training specific to the requirements of the institutions concerned.
In the tea sector attention should be given to the early publication, by CEA, of specific sectoral guidelines aimed at facilitating the tasks of PAA that are related to the implementation of the EIA process.
