3. Capacity-building among local authority staff for issuing EPLs
As with the EPL process, the constraint appears to be the turnover in local authority staff delegated to issue EPLs. As such, CEA believes there is a need to further strengthen and intensify the relevant training programmes conducted for local authority staff.
